For some reason Obama believes that Americans will buy what manufacturers make. It's an example of his economic ignorance. Manufacturers, service providers, ... people who make things are desperately trying to determine what people want, and give it to them. If they make what people don't want they go out of business.
In Obama's mind, people who make things somehow force people to buy them so if car makers make small cars,people will go out to buy them instead of trucks and SUVs ... just because.
