Law Prof: Trump can pre-pardon all in Russia probe, kill Mueller’s inquest

There seem to be disagreements about the President's pardon powers.  We were told earlier that you had to be convicted of a crime to receive a pardon.  But President Ford pardoned Richard Nixon ... who had never been tried or convicted of anything by any court.
