My theory, backed by absolutely nothing but conjecture, is that the Powers That Be in the Democratic Party have known full well that Biden is losing it. The problem is that if he drops out, even now, it will be very hard to keep Bernie from getting the nomination. If he can hold it together until the convention and pick a running mate, he can then drop out and a non-Bernie replacement for VP chosen.
