Compliments of Robert Zafft, WSJ subscriber.A man with a fork sticking out of his side staggers up to the Emergency Room admitting nurse. "I have to see a doctor right away." She looks at the fork, then up at the clock and answers, "Sorry, that's an abdominal wound. Our internists don't accept new patients after 6pm. It's 6:05" "But I've got a fork in my side." "Rules are rules. The Government won't pay internists for treatments given after 6pm." "But I could die!" the man screams. "Isn't there something you can do?!" The nurse shrugs. She pulls the fork out of the man's side and sticks it in his eye. "Go try Ophthamology," she says. "They're open 'til 7pm."
