The message that the decent folks are saps, that the law is a joke. That the public has no right to impose basic standards of behavior in public places.
It’s a giant raised middle finger to everyone who honestly cares about other New Yorkers’ quality of life.
Then again, the speaker sees many things in her own special way.
Consider her hopes to close the city jail on Rikers Island: She’s not worried about where to put all the bad guys, because in Melissa Mark-Viverito’s world, there are no bad guys — only bad cops.
